I’ve noticed with some people, and even with dogs that outside of the iris, a brown colors appears that almost seems to bleed away from the iris onto the whites of the eyes. Is this common to a certain ethnicity? And what exactly is it?

I have horrible allergies all year round. My eyes get sooo red. I have to keep putting eye drops in at least 6 times a day. Is there any way to get rid of it without drops?
I do get eye check ups every 6 month and the doctor just prescribed MORE drops.
